The Pre-Assessment Deployment Program provides emergency management programs with an initial evaluation of their jurisdiction's preparedness and response capabilities. It will be based upon the program's completed self-assessment using EMAP, concentrating on those corrective actions needed for a jurisdiction to work through prior to undergoing an actual full EMAP On-site Assessment.
The Pre-Assessment Program is designed as a means for a jurisdiction to have an additional layer of evaluation and review that will provide a more focused observation of the program's primary functions and capabilities. The program will be based on the Emergency Management Standard by EMAP .
Programs will need to subscribe to EMAP ($450) and complete a self-assessment of those standard chapters they would like a pre-assessment completed. Once the program has completed the standards, the program will submit a pre-assessment form with possible dates for the pre-assessment on-site review. EMAP will invoice the program for three (3) assessors to travel to the location for a three (3) day pre-assessment. EMAP prepares an invoice for the total and sends it to the candidate program for payment prior to the pre-assessment on-site. The candidate program must remit payment for the pre-assessment on-site cost as soon as possible and in no case later the twenty-one (21) days before the scheduled date of the pre-assessment on-site. Failure to pay pre-assessment on-site cost within the time frame will halt the pre-assessment process. If the paid estimate exceeds the actual cost of the on-site, EMAP will refund the balance to the candidate program at the conclusion of the pre-assessment. If the costs are higher than the estimate, the certification candidate will be invoiced for the additional cost. Once a program has completed a pre-assessment, they have nine (9) months to undergo an on-site assessment for accreditation.

*These standard chapters will require an additional assessor for the pre-assessment. If a program chooses to have four (4) standard chapters reviewed, then EMAP will invoice for four (4) assessors for three (3) days resulting in an administrative fee of $1,500. The Administrative fee for three (3) standards will be $1000. No more than four (4) standard chapters may be reviewed during a pre-assessment. Administrative fee covers photocopying, postage and telephone costs for the on-site assessment.
